摘　　要：国防费在项目支出间的分配比例合理与否,反映了军队有机构成的高低,直接影响到国防战斗力是否可持续发展的问题。首先对中国国防费项目支出结构进行纵向分析;然后广泛听取和综合各位专家意见,利用层次分析法计算得出这一指标的理论结构;最后指出了研究的局限性和改进方向。The distribution proportion of the expenditure on national defense in project expenditure is reasonable or not reflects the level of the organic composition of the armed forces, and directly influences the sustainable development of China＇ s fighting strength. First, a vertical analysis is made on the project expenditure structure of the expenditure on national defense; then by getting opinions from some experts, the author calculates the theoretical structure of the index by using analytic hierarchy process （AHP） ; and finally the author points Out the limitations and future prospects of the study.
