摘　　要：联合国成立初期,美国承诺在未来的岁月里承担联合国会费的39.89%。然而,当联合国走过了60多年的风雨历程,美国所承担的会费比额由39.89%下降到22%。在其间的数次改革中,1972年的改革是几次改革中变动幅度最大(由31.57%降低到25%)的一次改革。本次联合国成员国围绕降额问题的斗争,是国际政治舞台上东西矛盾和南北矛盾的缩影。美国对联合国会费政策的实质是美国影响和控制联合国,并利用其实现其国家利益最大化的手段,本质上是一种以资金的注入换取权力的输出。美国对联合国的会费政策,是反映美国人联合国观变化的晴雨表。During the early period of the foundation of U.N.,the United States promised to undertake 39.8% of the total assessment of the U.N. However,at the time of UN drawing to its 60-year anniversary,the US proportion of the total assessment that it promised to undertake reduced sharply from 39.89% to 22%. Among those reformations of its UN assessment rate,the one of 1972 experienced the most violent change of the assessment,which went from 31.75% to 25%. The nature of the reduction of American assessment rate to U.N. is the result of the East-West conflict and the North-South competition. Its main purpose is to control the U.N. and to maximize the U.S.A. national interests,with the money for power.
