南京政府行政督察专员群体构成之考察——以河南为中心

摘　　要：南京政府专员群体是国民党政权高级官员群体的一个组成部分,其与省、县及其中央政府的联系相当广泛,是国民党有意在其符合条件的官吏队伍中经过挑选的属于精干、能干以维护政权、沟通政令、督理地方的主官。这一特殊群体的整体素质,不仅直接影响其创设的行政督察专员区制度本身,对国民党政权本身也必然产生影响。就以河南省专员群体为中心的考察来看,其群体的学历、经历、籍贯、年龄等方面情况表明,除个别外,这一群体的学历整体层次较高,政治与军事经历丰富,以本省籍人任职为主,年龄亦属适当,向上流动的渠道属于正常,是属于尽力维护其政权的一个群体。但在国民党派系复杂、官吏队伍腐败和脱离民众的特定整体背景之下,这一群体所发挥的效用毕竟有限,无法承担创制者寄予的革新政治的厚望。The group of administrative supervisory commissioners in Nanking government is an important part of the Kuomintang seniors officials.These commissioners are in close contact with the government at different levels,ranging from county to central government.They are carefully chosen from the qualified officials as elites to assume the roles of senior leaders to reinforce regime,implement government orders and govern the local regions.The overall quality of them not only impacts directly the system of administrative supervisory commissioners, but also influences the reign of Kuomintang. Take Henan commissioners as an example, they are superior in terms of record of formal schooling, experience, native place, age and social connections. They are rich in political and military experiences, and native to their governing place. Besides, their ages are appropriate and they have proper opportunities for promotion. Although these commissioners are upholding the Kuomintang reign, they are doomed to fail owing to Kuomintang＇s factional complexity,corruption and detachment from the mass.
