摘　　要：新农村建设背景下的村民自治,其实质是民主理念在中国广大农村地区的实行与贯彻。村民自治活动应当遵循合法、民主、权利保障和权利制约等基本原则。在民主与自治的框架下,合理架构乡村治理过程中的内外部关系。The essence of villagers autonomy in the context of building a new socialist countryside is the implementation＇of the idea of democracy in vast rural areas of China. Villagers autonomy should be in compliance with the principles of legality, democracy, safeguarding for rights and restriction on power, etc. Meanwhile, under the framework of democracy and autonomy, we need proper- ly handle relationships inside and outside countryside in the process of villagers autonomy.
