韩国应对美国金融风暴的经济政策

摘　　要：韩国在应对此次美国金融风暴时所采取的政策中重演了上个世界末亚洲金融危机时曾让世界感动过的"捐金行动"——"募集美元运动"。这是一个机械模仿的政策翻版,其推出的起因与效果均受到批判和质疑。这似乎表明韩国还远未做好应对此次金融风暴的准备。为此,韩国政府推出的一系列政策措施也需要重新检视,并提出相应的原则性思考。外汇储备相对较少的韩国应从本国实际出发,最大程度解决信心与流通速度问题,同时统筹兼顾国内外的因素、综合处理好韩元与亚洲货币的合作以及金融与投资、贸易的关系。In the latest U. S. financial crisis, South Korea played again the old act famed in 1997 Asian crisis as Gold Donation Act, but lost this time despite its good name of U. S. dollar Collection Act, because of its nature of fake copy of policy. Its cause and effect both meet with critical judgment and even questioning, which has shown that South Korea seems not be ready for this new storm of finance. For this reason, continual reconsideration on the government＇ s series of policies seems necessary and corresponding principles and suggestions are needed. South Korea shall start from its reality of relatively insufficiency of foreign funds and focus on resolution of confidence and flow rate of currency, on basis of which more steps shall be taken such as handling well the factors both domestic and abroad, the relationship between Korean dollars and other Asian dollars and that between finance and investment as well as trade.
