摘　　要：目的评估上海市卢湾区外来流动人员血吸虫病、疟疾和丝虫病（三病）检疫工作，使之更富有成效。方法通过历史数据收集、调查问卷、访谈相结合的方法开展本次评估。结果1995—2008年全区三病检疫街道覆盖率为100％，流动人群检疫覆盖率为9．93％，共检出阳性557人，总阳性率为1．50％。其中血清学滴度1：10阳性者9例，均开展病原学追踪调查，对其中7例进行了病原学治疗。14年来共投入经费533497元。问卷调查和访谈结果显示，人们普遍认为三病检疫工作10多年来取得了一定成效。多数人认为三病检疫工作基本可行，但实施工作有难度，投人大但收效不高，比较一致的看法是政府不够重视、经费不足、各部门职责不明、宣传力度不够、知晓率低。检疫人群应以近期疫区来沪人员为重点对象。流动人员对三病传播及预防措施知之甚少，愿意接受免费检疫。结论三病检疫工作对保护外来人员的身体健康、预防和控制三病起到了保障作用，三病检疫工作难以适应新时代的要求，需要制定一个切实可行的规范要求，明确各部门的职责，使三病检疫工作更富有成效。Objective To evaluate the Three-Disease （Schistosomiasis-Malaria-Filariasis） -Quarantine in migrating population, to make it more effective. Methods The data evaluated were collected from history data, questionnaires and interviews. Results All the communities in Luwan District arid 9.93% migrating population were covered with the quarantine during 1995-2008. The number of people with positive antibody was 557 and the positive rate was 1.50%. Nine out of 557 people exhibiting antibody titer as 1 ： 10 were involved in pathogen-tracing, and 7 of the 9 people received treatment. The total cost of Three-Disease-Quaran-tine during 14 years was RMB 533 497. The result of questionnaires and interviews showed, as people generally considered, the Three-Disease-Quarantine achieved great effects. Most people thought that the Quarantine is basically feasible but quite difficult; financial cost was high but the overall effect was relatively limited. There was a common opinion that the cause of limited effect was due to lack of government＇s attention, financial support and publicity. Those who come fi＇om endemic area should be selected as the key targets of the quarantine. The migrating population knew little about the transmission and prevention of the three diseases but were willing to have the quarantine for free, Conclusion In order to make the Three-Disease-Quarantine more effective, amendments of some regulations are recommended.
