摘　　要：对欧美矿权权利金的基本形式、实务问题进行了阐述。指出随着世界各国在矿产资源开发的过程中,在20世纪时期由英美法系国家缔造、推广的矿权权利金制度广泛地得到各国的运用,资本与矿权的市场结合越来越紧密。对矿产资源所有权高度的垄断关注逐渐演变为矿权的市场开发、商业化运作,以此对我国矿产资费制度进行了反省。The basic form of royalty payment of mining right in Occident and practical problems are presented.During development of mineral resources in the world,the royalty system of mining right,founded and popularized by England,America and France in 20th century,has been widely used in the world.The market connection between capital and mining right becomes closer.A good deal of attention to ownership of mineral resources evolves to market development and commercialization operation of the mining right.Minerals cost system of China is seriously analyzed.
