摘　　要：以日本学术振兴会2002年国际评估的绩效报告为例,采用叙事分析法研究了科学基金绩效报告的框架、结构、内容和特点。分析表明,学术振兴会的绩效报告结构紧凑、内容丰富,兼具历史性、基础性与国际性,基本满足了国际评估要求。但其绩效报告也存在不足,表现在报告中的档案资料和客观描述居多,缺少关键利益相关者的主观评价;主要以活动和过程的信息为主,缺少产出和结果指标。评估目的、读者对象、评估周期和评估方法等都会对绩效报告的结构与内容产生重要影响。结合国家自然科学基金资助与管理绩效国际评估的需求,提出了科学基金绩效报告的设计建议。Utilizing narrative analysis method, the paper analyzed the framework, structure, content, and characteristics of performance reports of Japan Society for the Promotion of Science （JSPS）. It＇s found that the report of JSPS is integrated as a whole, rich in content, characterized of historical retrospection, primary description, and international comparison. There are, however, some deficiencies： depending more on archives and objective data, rather than perception of key stakeholders; information of input, process and activities is in the dominant, lacking output and outcome indicators. The purposes, target readers, cycle of evaluation, and methods for measurement, are the main determinants of the structure and content of performance report. The suggestions for designing and improving the performance report of National Natural Science Foundation of China （NSFC） in the international evaluation are concluded.
