摘 要:随着我国经济的不断发展,科技和教育投入日益增长,然而科技和教育投入对社会就业的拉动作用不明显,且逐年下降。本文经过分析认为,其主要原因在于科技和教育投入缺乏协调,造成科技进步在促进产业结构升级过程中,劳动力的素质和技能不匹配,就业群体的转移滞后于产业结构的升级。本文提出,要从科教投入与经济增长协调发展、科教投入主体的合理分工、合理规划科教投入兼顾就业、促进教育投入与需求匹配等方面完善促进社会就业的对策。With the continuous development of China's economy, the investment in science, technology and education is growing fast. However, the strengthening effect in boosting employment by the investment in science, technology and education is not obvious but declining. The main reasons lie in the lack of coordination among science, technology and education investment. As a result, the labor quality and skills do not match each other, and the transference of employment groups lagges behind the upgrading of industrial structure. In order to promote the social employment, the text suggests focusing on the coordinated development of science, technology and education investment, the rational work division among various investors, the reasonable planning that strikes a balance between investment and employment, and the match between the educational investment and social needs.
