基于DEA的国家级开发区土地利用效率分析

摘　　要：运用数据包络分析(DEA)对12个国家级经济技术开发区的土地利用效率进行评价,并对土地利用投入产出指标进行分析,得出:①选取的12个样本中,DEA有效的开发区8个,其中东部地区5个,中部地区3个,而非DEA有效的开发区为4个;②大连和威海的开发区处于规模递增阶段,而苏州和青岛的开发区处于规模递减阶段,其余开发区为规模效益不变的发展阶段;③开发区土地利用效率的提高要避免盲目投资和扩区,即资本、人力、土地要按合理的比例进行投入,保证合理的投入产出结构。This paper selects 12 state-level economic and technological development zones by means of data envelopment analysis （DEA） to evaluate the efficiency of land use and to analyze the indicators of land-use input-output. The results are as follows： Of the 12 samples, the number of DEA effective zone is 8, including 5 in eastern region and 3 in central region; The Development Zone of Dalian and Weihai are at the development stage of increasing return to scale,and Suzhou and Qingdao Development Zone in the development of decreasing scale merit, the rest at the development stage of invariable scale merit; It is necessary for the development of land use efficiency to avoid blinding investment and expanding area, which implies that capital, manpower and land should be invested according to a reasonable proportion to ensure a reasonable input-output structure.
