摘　　要：介绍了气候合约谈判的主要背景及当前气候谈判的主要进程，阐述了“《京都议定书》谈判特设工作组“下的谈判议题”和“公约长期合作行动谈判特设工作组”下的谈判议题及其基本立场。提出对参与气候公约下林业议题谈判的建议。The paper describes the main background of the climate contract negotiations and the main process of the current climate negotiations, to explain the subject of negotiations of ＂ long-term cooperative action to the Ad Hoe Working Group＂ under the ＂Kyoto Protocol＂ negotiations ad hoc working group and its basic position. Made under the Convention on the forestry issues involved in climate talks.
