天然林资源保护工程政策走向分析

摘　　要：为了巩固天保工程建设成果，中央决定延长天保工程实施期限，目前相关主管部门正在研究和制订延长期内的工程政策。在多年监测基础上，通过对天保工程前期建设效果进行简单评价，总结和分析了天保工程深入开展将面临的如何与国有林区改革相衔接、天保区内是否进行林权改革等问题，并提出天保工程后续政策建议。In order to consolidate the construction achievements of Natral Forest Protection Program, The Party Central Committee and the State Council decided to extend its time limit. The reletive authority departments are investigating and working out the follow-up policy. Based on multi-year continuous monitoring results, the paper gives a brief appraisal on the efftcts of Natral Forest Protection Program in early stage, conclude and analyze many important problems influencing Natral Forest Protection Program, and put forward some follow-up policy suggestions.
