摘　　要：黑龙江省森工林区目前存在着医疗保险覆盖面窄、统筹层次低、筹资与保障水平低、未形成市场竞争环境和保险的满意度低等问题，分析了上述问题产生的政策、经济和社会原因，认为：现阶段将森工林区职工的医疗保险直接纳入到城镇社会保障体系或农村社会保障体系条件尚不成熟，目前亟等解决建立适合天保工程区居民的模式。Heilongjiang forest industry region is China＇s key state-owned forest area, whose forest industries in this region are integrated enterprises with social functions and governmental functions. It is specificity in its medical insurance compared with other regions. The paper revealed some problems such as the narrow coverage of medical insurance, low-level co-ordination, low levels of funding and security, imperfect competition in the market environment and low satisfaction for insurance in the forest industry region, also analyzed the policy, economic and social causes of the above-mentioned problems.
