摘　　要：节能减排是缓解资源约束和环境压力,构建资源节约型和环境友好型的生产方式的必然选择,是河北省水泥行业实现产业转型升级、转变发展方式的重要一环。对水泥行业节能减排的策略方法作了归纳和总结,并针对河北省的具体情况提出了一些可行的措施:坚决淘汰落后产能,推动水泥行业结构调整;加快发展循环经济,加强资源节约和综合利用;依靠技术创新,全面推进清洁生产;强化节能减排管理,建立政府节能减排工作问责制;健全法制,加大监督执法力度。Energy saving and pollution reduction is an inevitable choice for lessening resources pressure and environmental constraints, in the process of building a resource-saving and environment-friendly mode of production. And it is also an important part for Hebei Province cement industry to achieve industrial structure adjustment and fundamental shift of development mode. Through analyzing methods and strategy of energy saving and pollution reduction of cement industry, this thesis put forward some feasible counter measures： eliminating of outdated pro- duction capacity firmly to promote the structure adjustment of cement industry, speeding up the development of circular economy to strengthen resources saving and comprehensive utilization of resources, promoting cleaner production comprehensively relying on technological innovation, strengthening the management of energy saving and pollution reduction and building a positive administrative aceountability system, improving the legal system and strengthen supervision and law enforcement.
