摘　　要：在社会主义市场经济体制日趋成熟的今天，转变政府经济职能仍然是我们一项重要的工作。但是，在这个问题上，人们常常对一些概念的意义和范围不太清楚，比如：公共品，公共产品，公共物品这三个概念；政府能力和政府有效性等。本文将对这些概念进行一定的澄清，以便对我们今后的工作和研究带来一些方便，避免一些不必要的争论和麻烦。As the socialist market economic system has been maturing, the transformation of government＇s economic functions is still an important task. However, on this issue, there are often misunderstandings on the the meanings and scopes of some concepts, such as public things, public goods, and public articles; government capacity and government effectiveness. In this paper, these concepts will be clarified in order to bring some convenience and avoid any unnecessary controversy and trouble for our future work and research.
