摘　　要：国内试点地区双向转诊运行的主要问题是"向上转容易,向下转困难,总的转诊率不高",制约双向转诊制有效运行的障碍主要有供方、需方、第三方等原因。突破双向转诊运行障碍的对策措施主要有:制定有效的监督机制、大力发展社区医疗、建立社区全科医生首诊制和合理配置卫生资源、实施一体化管理等。The main problems of the two-way referral implementation of community health service agencies in urban pilot areas are unidirectional hospital-transfer and low general referral rate. The major constraints on the two-way referral efficient function-ning are from the supply-side, demand-side and a third party. Some good suggestions are to be put forward, such as setting up effective supervisory System; advocating community hospitals; establishing first attending system among the community general practitioners; readjusting health resources and implementing the integrated management, etc.
