摘　　要：苏州市自2005年试行农村合作医疗保险住院按病种结算试点以来,得到了病人、医院和政府的初步认可,取得了多方共赢的效果。为认真贯彻新医改精神,在宏观层面有效控制医疗费用过快增长,确保居民基本医疗卫生服务需求,为此,我们把住院按病种结算在原来37种疾病的基础上,调整扩大到60种常见病、多发病,并联合苏州大学等单位进行了系统调查,取得了较好的科研成果。特别是病种费用的平均数、中位数、费用结构和平均住院日等,不仅为当地政府决策提供依据,同时,也可供他人借鉴,或起到抛砖引玉的作用。Since the pilot of paid the hospital fees by the disease in the rural cooperative medical insurance in Suzhou from 2005, it has received initial approval by the patients, the hospitals and the government, and achieved the effect of multi-win-win situation. In order to conscientiously implement the New Medical Reform, to effective control the medical costs increased at the macro level, and to ensure that the residents demand for basic medical and health services, Suzhou adjusted the diseases contents to 60 kinds of common disease and frequently-occurring disease in the original basis of 37 kinds. And carry out a systematic investigation jointly with Suzhou University. It has achieved good scientific achievements especially in the average, median, rate structure of the cost and the average day in hospital of each disease. Not 0nly provides the basis for local government decision-making, but also available for others to learn from it.
