摘　　要：文章运用系统工程的理论方法,分析了代码电子档案工作在整个组织机构代码工作体系中的位置及其与其他代码工作系统的关系,论述了代码电子档案系统具备的目的性、整体性、层次性、稳定性和开放性特点,并通过几年来的实践阐明了电子档案建设中的重点和难点,对其他行业和部门开展同类电子档案系统建设具有重要的借鉴意义。The article uses the theory of engineering methodology, analyses the status of digital archives in the whole system of code allocation to organizations and its relationship with other sub-systems, and discusses the features of digital archives system： purposiveness, integrity, hierarchy, stability and expansibility. It explains the key points and difficult points in the construction of digital archives through years of practice, having an important reference for other industries and sectors to construct similar digital archives systems.
