农业科技企业孵化器的要素聚集、功能定位及运营模式

摘　　要：农业科技企业孵化器是推动农业高新技术产业化,培育和创造农业技术创新主体,实现技术创新的有效途径。本文从理论的视角分析了农业科技企业孵化器的孵化内涵、要素聚集、功能定位及运营模式,认为农业科技企业孵化器是以农业科技项目为源头、以农业科技成果产业化为目标、以科技企业的孵化成长为纽带的要素聚集系统,其基本功能是创造和培育农业科技创新主体实现农业技术创新同时兼具农业产业调整、农村经济发展等多重社会功能。在孵化器运营模式的选择方面,认为我国应采取政府主导企业化运作的模式为宜,鼓励和支持民营主导的企业化运作的孵化器模式。The agricultural science and technology business incubator is the effective way for promoting the agricultural high-tech industrialization, cultivating and creating the innovation subjects of agricultural scienee and technology, and realizing the technology innovation. The connotation, accumulation of factors, function orientation and operation mode of agricuhural science and technology business incubator are analyzed. Taking the agricultural science and technology projects as the sources, the scientific and technological achievements as the goals, and the business incubation and growth as the tie, whose basic functions include cultivating and creating the innovation subjects of agricultural science and technology, realizing the technology innovation, and promoting the agricultural industrial adjustment and rural economy development. The suitable operation mode of incubator is enterprise operation with government leading.
