摘　　要：科学发展观既是内涵深刻、结构严谨的理论体系,又是来自实践和指导实践的方法论;既是管根本、管方向、管全局的执政理念,又是蕴含着丰富智慧、经验的领导艺术。提升党的执政理念和执政能力,是学习践行科学发展观的必然要求。Scientific development concept is not only a theoretical system with deep connotation and well-knit structure,but also a methodology that comes from practice and in turn guides practice;it is not only an administrative concept that controls the essentials,the orientation and the overall situation,but also an art of leadership that is full of wisdom and experience.To improve the Party's administrative concept and competence is a necessity in studying and practicing scientific development concept.
