摘　　要：对执政理念内涵的准确把握,是理解中国共产党执政理念演进脉络的关键所在。中国共产党的执政理念应包括目的性纬度上的核心执政理念和手段性纬度上的具体执政理念两个层次。在前者的层面上,其执政为民的本质从未改变;而在后者的层面上,其具体执政理念却有着不同的时代特征。An accurate understanding of the connotation of the ruling concept is vital to understand the evolution of the ruling concept of the Communist Party of China. Its ruling concept includes two levels： the core ruling concept in view of purpose and the specific ruling concept in view of means. On the former level, the nature of governing for the people has never changed. While on the latter, the specific ruling concept has different characteristics of the times.
