摘 要:制度创新促进电子政务发展具有两种选择:强制性逻辑和诱致性逻辑。发挥强制性逻辑作用意味着权力资源向电子政务领域集中式介入。利用制度的刚性功能,形成以中央政府为主导的电子政务硬性发展的制度范式,将产生排斥效应,可以缓解或消除电子政务发展的被动局面。施展诱致性逻辑功能预示着政府权力资源向电子政务领域的分散式介入。利用制度的弹性功能,形成以地方政府为核心的电子政务柔性发展的制度范式,将产生自发效应,从而调动地方政府自觉地推行电子政务的主动性和积极性。从我国国情出发,制度创新促进电子政务发展应采用二元模式:对于经济发达、社会文明程度高的区域,应建立以诱致性逻辑为主、强制性逻辑为辅的制度创新模式来加快其电子政务发展进程;而对于经济欠发达、社会文明程度较低的区域,应建立以强制性逻辑为主、诱致性逻辑为辅的制度创新模式来提高其电子政务发展水平。Institutional innovation is an important impetus to promoting continuously to a higher level of e-governments. The institutional innovation brought e-governments the two choices: the imposed development and the induced development. The former refers to the centralized intervention of powers in establishing e-governments; the later to the decentralized intervention of powers in establishing e-governments. Given China's national conditions, the development of e-government in the context of institutional innovation should adopt the two approaches: in the areas with a higher degree of civilization and economic prosperity, the innovative mode of relying mainly on the induced development while taking the imposed development as a supplement should be adopted in order to establish e-governments; in the areas with a lower degree of civilization and economic depression, the innovative mode of relying mainly on the imposed development while taking the induced development as a supplement should be adopted,
