摘　　要：政府对农村基层卫生服务投入机制的缺失和对村卫生机构的模糊定位,最终导致了农村基层卫生服务公益性主导地位的丧失。只有对村卫生机构尤其是村卫生室的性质、地位和功能加以科学的定位并以此来指导村卫生机构的兴办,才能真正实现农村基层卫生服务的公益化主导模式。The lack of government input mechanism of health service in the rural basic level as well as the indistinct location of village health institution finally has caused the loss of public leading position of health service in the rural basic level . Only to Scientifically define the character , status and function of village health institution especially village clinic and to guide the instruction of village health institution by this definition, the rural basic level health service can truly realize public leading pattern.
