摘　　要：农村水电开发是一类既有政策扶持又有稳定现金流的项目。首先从中央财政资金、国内银行贷款、自筹资金、利用外资及其他资金等渠道系统分析了中国农村水电开发项目的资金来源和构成,在此基础上并结合PPP模式特点论证了PPP模式在农村水电开发中的适用性,进而理论架构了农村水电开发PPP融资的应用模型,指出农村水电开发项目运用PPP模式进行融资要经历谈判和公私合作两个阶段,最后从农村水电行业的政策环境宽松、投资主体多元化及风险有效分散等角度论述了未来农村水电开发项目采用PPP融资模式具有广阔的应用前景。Development of rural hydropower involves a class of projects with both policy support and a steady stream of funds. First, from the central fiscal funds, domestic bank loans, self-raised funds, foreign capital to other channels, this paper makes a systematic analysis of fund resources and constitution of rural hydropowers in China, and on this basis and with the features of PPP, the appli- cability of PPP model to the rural bydropower development is described. Then, this paper presents a theoretical framework of how to apply the PPP financing model to rural hydropower development, and points out that the rural hydropower development projects financing with the PPP model will be worked out in two stages of negotiation and private-public partnership. Finally, from the aspects of easier policy, diversifying investors and substantially spreading risks, this paper discusses the broad prospects of the PPP model applyed in rural hydropower development projects.
