摘　　要：循环经济的主要内容,虽然是资源的循环利用,但核心却是经济性,即循环经济的实施必须满足收益大于成本的经济性原则。在物质利益社会,技术的选择是服从于经济利益的。这种利益性,决定了循环经济的实施必须满足于一系列条件,如资源的稀缺程度及其市场价格、技术的成熟度、生产规模、产业的聚集程度、资源再利用的社会化程度、国家对环境保护的规制等等。Economy is the core of circular economy, which means that the enforcement of circular economy must satisfy the principle of economy that revenue is more than cost. In the material-benefited society, the choice of technology is subject to the economic benefit. And this benefit determines that putting the circular economy into practice needs to fulfill a series of conditions, such as scarcity and price of resources, technical maturity, scale of production, the degree of industry clustering, the socialization level of resources reuse, the regulation of environment protection, and so on.
