摘　　要：基于利益集团的视角,分析了中央政府与地方政府、管制机构与垄断企业之间的利益博弈,揭示了自然垄断产业改革过程对各利益集团的影响和效应,得出自然垄断产业改革作为一种制度供给与管制机构的行政成本、规模相关,管制机构寻租的激励也与之相关的结论,提出加强公众参与、建立独立的管制机构、协调好各方利益、共同营造和谐的市场环境等政策建议。Based on the perspective of interest groups, the author analyzes interest game between central government and local government, regulation body and monopoly firms, reveals the effects to group members during the process of natural monopoly industry revolution, and draw conclusions that as system supply natural monopolistic industry revolution is related administrative cost and scale of regulation body, so is the incentive of rent Seeking of regulation body. Based on the corresponding conclusion, the author puts forward suggestions that it is necessary to strengthen public participation and to establish independent regulation bodies, as well as coordinate players interests to construct harmonious market settings.
