摘 要:至2007年,博洛尼亚进程已经过五个发展阶段。通过打通高等教育区与研究区,欧洲国家在科研开发与人力资源配置中抢占控制权。对非成员国家产生强大冲击甚至威胁。非成员国家应对博洛尼亚进程的措施,如澳大利亚采取积极参与型措施、美国研究观察型措施、加拿大交流合作型措施,墨西哥与拉美许多国家一直以Tuning América Latina(Tuning AL)为平台共同合作。博洛尼亚进程已经受到中国高等教育界广泛关注,建立中国应对博洛尼亚进程机制主要有:成立专门的咨询与服务机构;建立中国高等教育学科基准体系与质量保障体系;组建中国大学联合体;优质教育资源共享;建立并施行入学缓冲机制。By 2007,the Bologna process has already undergone five stages of development.By creating integrated European higher education and research areas,European countries are now fighting for the controlling power in R & D resources allocation,which,on the other hand,constitutes a serious threat or impact to those non-member countries.Many non-member countries,therefore,have adopted various coping mechanisms for the Bologna process: Australia encourages active participation;the United States has taken measures of research and observation;Canada emphasizes communication and cooperation;Mexico and quite a few Latin American countries have been working together on the platform of Tuning América Latina.The Bologna process has also received wide attention from China's academic cycles.To establish China's coping mechanism for the Bologna mechanism,we should found specialized consulting and service organizations,set up disciplinary standard system and quality assurance system for higher education,build college consortiums,share high-quality educational resources,as well as introduce and implement buffering mechanisms for college entry.
