厅市科技合作的本质研究

摘　　要：厅市科技合作是指省级各部门与各市县政府为了有效执行科技政策所形成的相互间互动合作机制。厅市科技合作实质上是一种府际科技合作。它的产生对于我国推进科技管理体制改革,整合科技资源,建设创新型国家以及区域创新体系,促进科技事业的发展均有着重要的意义。The so called science and technology cooperation between provinces and cities means in order to implement the science and technology policies efficiently, the central and local governments form a mutual interacted cooperation system. Actually, science and technology cooperation between provinces and ministries is the intergovernmental science and technology cooperation （ISTC） between the provinces and local governments. This kind of cooperation has benefited a lot to promote our science and technology management system reform, optimize the science and technology resource distribution, establish the national and regional innovation system.
