摘　　要：城市化背景下的工业遗产正面临毁灭性的破坏。从微观经济学和制度经济学角度分析,主体语境、客体语境、权力语境、战略语境构成工业遗产保护的原因。明确的工业遗产产权界定是工业遗产保护政策制定的基础,而"PPP组织模式"则是基于减少交易成本的考虑。相对于博物馆式的保护方式,目前更多采用的是基于土地发展权的开发性保护方式,同时也要注意可持续发展理念的贯彻。In the context of urbanization, industrial heritage is facing a devastating damage. From the micro -economics and institutional economics perspective, the reasons for the protection of industrial heritage can be found in the main context, the object context, the power context, and the strategic context. While a clear definition of property rights of industrial heritage is the basis for policy making, the ＂PPP organizational model＂ of the law - making aims at the reduction of transaction costs in the protection of industrial heritage. Compared with the museum -like protection, the more common protection is based on the land development, and at the same time, the concept of sustainable development should be put into practice.
