中部地区“试验区”发展的若干前提及构想

摘　　要：综合配套改革试验区是经济发展和深化改革的复合型创新体制,具有增长、创新、配套改革等特点。根据我国中部地区发展的条件,可以构建长江中下游流域城市带、武汉—郑州城市带等试验区。中部试验区发展面临竞争不公平、与其他地区在经济发展资源方面的恶性竞争、人才和技术的短缺等制约性因素。要进一步转变发展的思维方式,深化体制改革,吸收与创新并举,建立合理的利益补偿机制和协调机制。Comprehensive reform pilot area has complex innovational system for economic development and reform deepening, and has the charateristics of growth,innovation and overall reform.According to the condition of the middle regions of China, we suggest to construct the test areas, such as city cluster along Middle and Lower Reaches of Yangtze River, Wuhan - Zhengzhou city cluster,.and so on. The development of pilot zones in middle regions of China have some restricted factors,such as the unfair competition, shortage of human resources and technology. Therefore, they should change ideas about development,deepen system reform,combine learning and innovation, build up reasonable benefit compensative and harmonious mechanism.
