摘  要:黑启动方案的优选对整个电力系统在大面积停电或部分停电后,恢复过程的速度起着非常重要的作用。介绍熵权决策理论,并将其引入黑启动方案决策之中。提出黑启动决策中评价指标的选取原则以及基于熵权决策的黑启动方案优劣评价方法。所提方法既可以根据专家经验或熵权进行优选,同时也可以用这两者相结合的综合权重进行决策。这能够在一定程度上克服决策的主观性,为制定恢复计划提供更为客观的决策参考,且适用于不同的电力系统。The optimal power system black start planning is one of the most important problems having impacts on the restoring speed of the power system concerned after a complete blackout or local outage. The principle of selecting the evaluation indexes for black start decision making and a new decision-making algorithm for this purpose employing the concept of entropy weights are presented. In this method, the subjective weights and the objective weights (entropy weight) could be employed separately or in an integrated way, and the problem could usually be better solved by the integrated way rather than the separated one. The developed method is general in nature, and could be applied to various power systems for assisting the optimal black-start decisionmaking.
