摘　　要：当前,空前繁荣的我国经济背后是严重的水土流失和沉重的生态环境压力,尽快建立健全水土保持生态补偿制度,确保生态安全已成为可持续发展的必然选择。目前,我国在补偿制度建设、补偿主体确定、补偿标准、融资筹方面,还没有形成一套完整的体系与方法,为此,我们针对目前水土保持生态补偿存在问题,提出了全面建立水土保持生态补偿制度的建议及对策,即建立健全水土保持生态补偿的法律与政策体系;强调政府责任;发挥市场的推动作用;补偿费应纳入企业的生产成本;建议出台征收的使用管理办法;建立水土保持生态补偿技术体系;加强宣传和教育。Reforming and opening up has brought our country unprecedented prosperity in economic, however, behind which is the heavy soil erosion and other ecological and environmental problems. As a guide of scientific development concept, under the theme of building a harmonious society, it become an inevitable choice for sustainable development to establish and improve soil and water conservation ecological compensation system as soon as possible. After nearly 2,0 years of exploration and practice in soil and water conservation ecological compensation, we accumulated some experience. However, in the overall point of view, our country have not yet formed an integrated set of systems and methods in the building of compensation system, identificating of compensating the main part, compensation standards and financing. Measures of soil and water conservation ecological compensation have not play a proper role in the building of a harmonious society in China. In view of this, on the basis of analysis the current problems in soil and water conservation,we put forward proposals and measures on establishment soil and water conservation ecological compensation system comprehensively, that is, to establish and improve soil and water conservation laws and policies of ecological compensation system, to stress the Government＇s responsibility, to play a role in promoting the market, to include compensation fee in the production costs, to introduce rules and regulations of charging for use and management practices, to set up a diversified investment and financing channels, to establish soil and water conservation ecological compensation system,to enhance publicity and education.
