摘 要:在考虑跨区省输电的综合资源规划方法的基础上,研究如何在规划中考虑减排成本,促进排放率低的发电资源更多地参与规划。结合我国的电力规划以及发电、输电资源的现状,提出了考虑减排成本的综合资源规划方法。介绍了考虑跨区省输电的综合资源规划模型,以综合能源成本为准则,对省区内外的各种资源进行筛选,得出总成本最小的电力资源组合,然后将减排成本计入综合资源规划,使系统排放量达到最优水平,最后以我国某省的实际数据验证了该模型的实用性。Based on the integrated resource planning(IRP) for cross-regional transmission,the issue was studied on how to involve emission-reduction costs into IRP in order to encourage low-emission generation units to more actively participate into power planning.According to power planning and resources in China,the IRP method considering emission-reduction costs was proposed.Firstly,the IRP model for cross-regional transmission was presented,and based on that,the principle of integrated cost of energy(ICOE) was used for selecting the generation resources inside and outside the province or region, with the target of arriving at a power resource combination with minimum cost. And then the emission-reduction cost was put into the IRP model to get the optimal system emission. The empirical study of a certain province in China verified the model practicable.
