农民工发展权探析

摘　　要：发展权是首要人权,对于中国特殊弱势群体的农民工来说,在解决其生存权的同时,应该关注他们的发展权。农民工发展权主要是指农民工在城镇就业基础上生存与发展的权利。在建构和谐社会与社会建设背景下,发展权的实现是农民工与国家社会发展的协调器。农民工的发展权具有深刻的内涵,其体系建构已经成为中国社会建设与发展的重要课题。Development rights for the migrant workers-a kind of special disadvantageous groups in China, are the primary human rights. More attention should be paid to their development rights while their survival rights are guaranteed. The development rights for the migrant workers mainly refer to the rights to survive and develop on the basis of getting jobs in towns. The realization of the development rights is a coordinator between the country and the migrant workers in the process of social development in the context of building a harmonious society as well as furthering social construction. The development rights for the migrant workers have a profound meaning, as a matter of fact, the construction of its system has become an important subject for China＇s social construction and development.
