水污染事件引发对饮用水安全问题的思考

摘　　要：通过对全国和本地区近年来连续发生的各类水污染事件的统计与分析,呈现出水污染防治和水环境保护面临着旧帐未清完,又欠新帐的局面。如何解读频繁发生的水污染事件,如何看待我国水污染事件背后折射的环保困境,提出了两个方面症结,一个是由于某些地方政府措施不够得力;另一方面是由于我国现行水污染防治的法规与制度仍有软肋。According to the statistic and analysis on various water pollution occurred frequently in recent years across the country and the local areas, we find a negative phenomenon in taking precautions against water pollution and protecting water environment--New water pollutions occur when the old ones haven＇t been dealt with. What can we learn from the frequent water pollution and how to deal with the environmental difficulties reflected by such pollution in our country？ In this article, the author analyzes the crux from two aspects： one is the absence and misplacement of the power of some local governments, another is the unsoundness of the existing laws and regulations and legal system on dealing with water pollution.
