摘　　要：文章认为新医改不是一个单纯的财务问题,而是一个政府要树立怎样的社会价值取向的标准问题,是对有关政策制定者的智慧与协调各方利益的能力考试,更是对政府是否践行"以人为本"的科学发展观的一次综合测评。政府应该主导的是如何建立科学的投入机制;如何培育协调各方利益的能力;如何利用市场激励机制;如何提升新医改的执行力。The article points out that the new medical reform is not a pure financial problems, but what a government should establish standards of social value orientation. It not only is related to the wisdom of the policy-makers and coordination of interests of all parties the ability to test, but also whether the practice of government ＂people-oriented＂ concept of scientific development should be in a comprehensive evaluation. The government should lead how to build a scientific input mechanism, how to cultivate the ability to coordinate interests of all parties, how to use market-based incentives, and how to enhance the implementation of the new medical reform forces.
