摘　　要：新型农村合作医疗制度立法是否可行,需要从立法学理论来进行细致的分析。目前,新型农村合作医疗立法具有较好的政治经济文化环境,但由于对新型农村合作医疗制度的发展规律把握还不够,对相关的法律问题的认识也还不足,因此,立法的可行性还不充分。It requires carrying out detailed analysis of the feasibility of legislation of New Rural Cooperative Medical System （NRCMS） from the legislative theory. At present, there are advantaged political and economic and cultural environment to support the legislation of NRCMS, but because of our defective understanding on the rules of NRCMS and relative legal issues, the feasibility of legislation is not satisfying.
