摘　　要：在评标过程中,如何判断投标人的报价是否低于成本价非常困难。从数学概率论的角度建立JBPUC数学模型,对工程项目成本构成进行分析,为准确判断投标人的报价是否低于成本价提供数据依据。In the process of judging bid, judging whether bidder＇s quoted price is lower cost or not is difficult . The article established JBPUC mathematical model from mathematical probability aspect , analyzed structure of engineering item cost , provided data evidence for bidder judging accurately if bidder＇s quoted price is lower cost.
