摘  要:开发利用林业生物质能源资源是解决我国生物质能源发展原料瓶颈问题的重要途径之一。文章在全面分析了我国林业生物质能源资源现状的基础上,对其开发利用的可行性及障碍进行了探讨。认为我国开发利用林业生物质资源具备土地资源丰富、林业能源植物培育技术发展成熟、转化利用工艺与设备研发取得一定突破以及政策环境良好等条件。现阶段我国林业生物质资源开发利用面临的障碍有:收集、运输较困难,能源林经营粗放,林业能源资源开发融资渠道单一,产业扶持政策有待完善等。针对以上问题,提出了进一步开发利用林业生物能源资源的相关建议:重视林业能源资源的规模化培育、加强科技支撑和培育管理,加大财税与金融扶持以及政策配套的机制建设,鼓励企业积极参与并通过利用CDM机制吸引国际资金和先进技术等。Developing forest bioenergy resources is an important approach to solve the shortage of raw materials in bioenergy production. In this paper, on the overall analysis on current situation of forest bioenergy resources in China, the feasibility and handicaps to develop forest bioenergy resources were discussed. In China, non-arable land resources are rich, the cultivating technology of forest plant is mature, the transformation technology and equipment are initially prepared and the policies encouraging development of forest bioenergy are abounding. However, at present, collection and transportation of forest bioenergy resources are difficult, management on energy forest is extensive, financing channel is single and industry supporting policies are imperfect. Suggestions to develop forest bioenergy are provided such as attaching importance to scale fostering of forest bioenergy resources, strengthening technology research and management with energy forest, increase of financial support and supplementary policies, encouraging companies to participate in and attracting international fund and technologies by implementing CDM.
