天津市滨海新区初始水权分配问题研究

摘　　要：天津市滨海新区缺水严重,对其水量分配是初始水权分配的核心。初始水权分配应以公平性、有效性和可持续性原则为指导,构建初始水权分配的指标体系,以便对南水北调中线通水后滨海新区初始水权进行分配,得出下一级行政区域的分水比例。参照滨海新区用水需求特点和可供水量及来源,根据循环经济原则将滨海新区用水需求进一步分摊到不同类型供水水源中,确定出滨海新区水资源循环经济配置方案。The allocation of water amount is the core of the allocation of the initial water right in Tianjin Binhai New District, as the water shortage is quite serious therein, and then the index system for the allocation of the initial water right within the district must be established based on the principle of fairness, effectiveness and sustainability, so as to allocate the initial water right within the district after the completion of the South-to-North Water Transfer Project （Mid-route） and get the proportion of the water allocation for the administritive regions under the district. In light of the characteristics of the water demand, available water supply amount and the sources, the water demands from the district is to be allocated into various water supply sources under the principle of circular economy; with which the water resources allocation scheme for the circular economy of the district is then to be determined.
