摘 要:国家退耕还林工程实施10年,工程建设效益如何收到社会各界关注。本研究以承德市为例,采用影子工程、商品价格等方法对退耕还林工程实施所取得的水源涵养、水土保持、改良土壤、改善环境等方面效益分别进行量化评估,对工程建设的生态效益进行量化评估。结果表明:承德市自退耕还林工程实施以来,涵养水源价值322,471.66万元、减少土壤侵蚀价值212.71万元,保持土壤肥力价值148 503.69万元,固碳价值55 370.54万元,释氧价值9 465.21万元,净化大气价值46 595.28万元,生态效益价值总计为582 619.09万元,生态效益十分显著。Since the returning land for farming to forestry has been implemented for 10 years,the benefits therefrom had drawn attention from all social sectors.This paper,by taking Chengde City as a case study,evaluates the benefits of water conservation,soil and water conversation,soil improvement,environment improvement,by using shadow engineering method and commodity price method,and measures the ecological benefits from farmland to forestland project.The result showed that,after Chengde implemented the project of returning land for farming to forestry,the value for water conservation was 3 224 million,the value to reduce soil corrosion was 2.13 million,the value to keep soil fertility was 1 485.04million,the value of carbon fixation was 553.71million,the value of oxygen release was 9 465.21million,and the value of clean air was 46 595.28million,so ecological benefit value adds up to 5 826.191 million,which was very significant.
