社会保障视域下农村劳动力转移对农民收入的影响

摘　　要：由于现行农村社会保障制度的缺失,导致农村人口自由流动成本过高,阻碍了劳动力自由转移,进而影响了农民增收。基于1990-2006年数据,运用计量模型实证分析了"农村社会保障—劳动力转移—农民增收"三者之间的内在机理及相互关系。研究表明:中国农村劳动力转移对下一期农民增收具有正向影响,而对当期收入增长无显著性影响;由于农村社会保障制度不健全,不但没有发挥其经济推动器的作用,还通过影响劳动力转移的效率,进而成为制约农民增收的因素,故要实现城乡社会保障全覆盖,以提高社会保障统筹层次;加大农民工的培训力度,搞好农民工就业服务;要逐步建立统筹城乡的社会保障管理机构,以消除农村劳动力流动过程中存在的社保方面的障碍,促进农民增收。Because lack of rural social security at present, lead to the free flow of surplus labor with high mobility costs, thereby hindering the freedom of rural surplus labor transfer and impacting on the increase in the income of the farmers. This paper analyzes the relations among the rural social security, the transfer of rural surplus labor force and the farmers＇ income data is of 1990 to 2006, with an econometric model. Studies have shown that the transfer of rural surplus labor have tx）sitive impact on the next issue of labor income growth, while having no significant impact on the current revenue growth. Because the rural social security system is not perfect, not only has not played its economical driver unit＇s role, but also restricts farmer additionally receiving through the influence or, labor force efficiency. Therefore, in order to increase the income of the farmers, eliminate the barriers that exist in social security on the process of rural labor mobility, we should realize the social security entire coverage to the city and countryside, enhance the co - ordination level of social security, increase training dynamics to peasant laborer＇ s, provide good employment service to the peasant laborer, establishes social security management institutions in urban and rural areas.
