摘　　要：《农政全书》重视水利建设，力主发展西北水利，强调兴建水利工程必须搞好计划、设计，要合理负担、使用水利经费，要选拔水利管理人才，建立水利管理机构，加强监督检查，做好水利工程劳动力的征集工作。该书注重用水管理，提出要公正裁处水利纠纷，合理分配水利收益，惩处破坏水利设施的行为。“Nongzheng Quanshu”,implying the rich ideology of water resource construction,attaches importance to water resource construction,and development of water resource construction in northwest China.It also puts emphasisos on a necessary good plan and design,a rational burden and expenditure during constructing hydraulic engineerings;at the same time,it is necessary to strengthen supervision,and to enlist labor force needed to construct hydraulic engineering.Xuguang Qi claimed a good principle of utilizing water in“Nongzheng Quanshu”,such as,a just verdict on the dispute of utilizing water resource,a rational distribution of benefits from water resource and punishment of actions in destroying equipment of water resources.
