摘 要:面对严重的水资源短缺问题,许多平原地区只有利用丰水期的河流洪水才能缓解缺水状况,然而由于洪水灾害属性的存在,如何降低甚至避免洪水灾害风险便成为现阶段洪水资源利用过程中的一项重要内容.从水资源开发与风险事件发生的一般过程:洪水资源开发的规划、事前预案及实时操控3个阶段出发,基于平原地区洪水资源利用的方式与特点,对其洪水资源利用的风险因子进行了识别,建立了洪水资源利用风险评价指标体系,并提出了"长期规划回避、事前预案降低、实施过程控制"的河流洪水资源利用风险控制策略.Facing with the serious problem of water shortage, it is the only way for many plain areas to re lieve the water shortage status by using the flood water in the high water season. Because of the disaster characteristic of flood water, the study about how to reduce or even avoid the risk of flood disaster becomes an important content during the process of flood water utilization at present. Starting from the planning of flood water development, the beforehand preparedness and real-time control, as well as basing on the methods and characteristics of flood water utilization in plain area, the risk factors were identified; the index system of risk assessment was established; and the risk control strategy for flood water utilization in the river, which was "avoiding by long term planning, reducing by beforehand preparedness and controlling by implementation process", was proposed.
