摘 要:公务员的工资外收入差距一直是困扰公务员管理制度改革的难题之一。这种状况既影响公平,又给政府职能转变带来阻力,不利于廉政建设。所以,迫切需要对这一问题进行研究并加以解决,按照按劳分配原则、定期增资原则、物价补偿原则、平衡比较原则和法律保障原则,不断完善公务员薪酬增长机制,真正体现公务员的精英地位和其提供的优质服务的价值。The income gap of civil servants has always been one of the difficult problems that troubles the reform of civil service management system.This situation not only affects the fairness, but bring resistance to government function transition, which is not conducive to building a clean government. Therefore, it' s urgent to study this issue and resolve it, in accordance with the principle of distribution according to work, of regular replenishment, of compensation prices, of balance and comparison and of legal protection, and constantly improve the mechanism for increasing civil service' s pay, really embody the civil service~ s elite status and the value of services they provides.
