摘　　要：论述了陕北侏罗纪煤田矿区总体规划和采矿权批设的缺陷,提出了进行区域性煤炭工业大规划问题,建议在保护合理生态水位埋深条件下,规划开采区域,确定采煤方法,建设绿色矿区。The authors of this paper pinpoint and discuss the shortcomings in the overall plan for the northern Shaanxi Jurassic coal field and the mining rights regime. The authors hence propose to carry out a mega coal industry planning based on regional development. Based on the recommendations provided,it is important to make an overall plan for the regional coal industry development,select and determine coal mining methods so as to formulate an environment friendly coal mining areas.
