中华廉洁文化在新农村建设中的制度效能——基于新制度经济学视野的思考

摘　　要：新制度经济学认为,制度分为正式制度和非正式制度。中华廉洁文化是一种具有多功能价值的复合型文化,是新农村建设中的重要非正式制度。作为一种政治伦理文化、道德诚信文化,中华廉洁文化是新农村廉政制度建设的重要文化基础。作为一种社会价值文化、生态伦理文化,中华廉洁文化是新农村和谐社会秩序构建的道德中枢。最大限度地发挥中华廉洁文化在新农村建设中的制度效能,是实现新农村目标的客观要求。From the angle of institutional economics, systems can be divided into formal and informal ones. As a kind of muhifunctionl composite culture,Chinese culture of intergrity is an important informal system in new rural construction. Meanwhile,as a political and ethical culture and culture of morality and honesty as well, Chinese culture of integrity is an important cultural basis in honest institutional construction in new rural areas. As a kind of social value culture and ecological,ethcial culture, Chinese culture of intergrity is the ethical backbone in constructing harmonious social order in new rural areas. Maximizing the system efficacy of Chinese culture of integrity in new rural construction is the objective requirement for achieving new rural construction.
