摘　　要：作为政策沟通的首要结果,政策知晓度是政策绩效评价的基本前提,是政府相关公共服务措施取得成效的前提,也是政府信任的主要过程和影响因子。论文基于AIDA决策模型提出相关假设,以浙江省湖州市城乡统筹就业促进政策和服务为例,通过对849个样本的实证分析指出,政策知晓度影响了就业促进政策的绩效:政策知晓度越高,公众对政策绩效的评价也就越高。而政策沟通是实现政策知晓、提升绩效公众评价的前提,是政府信任的前提。因此,选取恰当的政策工具,推动政策宣传主体多元化,建立调研反馈机制等,是实现有效政策沟通,促进政策被有效知晓,进而提升政策绩效的重要途径。As the primary result of policy communication,the public awareness is a basic premise of policy performance,a prerequisite to the success of public service as well as a main factor that affects the trust over government.Based on AIDA decision-making model,this paper hypothesizes that public's high awareness of policy will increase policy performance.By analyzing the responses from 849 respondents on the policy awareness and the policy performance in implementing urban-rural employment promotion policy in Huzhou,Zhejiang province,it is concluded that policy awareness influences the policy performance.The paper also discusses the implications of the research;it suggests that the performance of policy can be improved through enhancement of policy awareness by policy communications.Furthermore,it is proposed that the policy awareness can be improved through introduction of multi-communication channels and establishment of feedback mechanism,Government Trust.
