摘　　要：长期以来由于历史文化名城保护规划只是单纯地考虑如何保护,过多注重自身技术体系的完善与规划编制成果形式的表达,忽视历史文化名城自身发展内在机制的深入研究,至今还没有形成能够应对快速城市化的历史文化名城保护规划理论与方法。论文分析了文化遗产保护的发展趋势,讨论了历史文化名城保护的现实问题与矛盾,阐述了历史文化名城保护的基本内涵与特征,最后从战略作用、保护模式、评价体系、城市设计以及实施机制等方面,就如何改进和优化现有历史文化名城保护规划的技术路线,提高其科学性和可操作性提出建议。Protection for the historic cities used to consider about how to preserve them for a long time. They paid too much attention on the improvement of its technology systems and the form expression for planning compilation result, rather than the in-depth study of the self- development mechanism of the historic cities, so has not yet been able to format protection theory and methods coped with the rapid urbanization. After analyzing the development trend of cultural heritage protection, elaborating the real problems and contradictions in the protection for the historic city and describing the basic content and characteristics about the protection, this paper takes the strategic role, protection mode, evaluation system, urban design and implementation mechanisms, etc. into consideration, gives recommendations on how to improve and optimize the technical route for the existing historical city protection planning which can improve their scientific and maneuverability.
