中国地区制造业集聚与FDI依赖--度量、显著性检验与分析

摘　　要：本文根据集聚分布的自身特点,提出了普遍适用且可以进行显著性检验的集聚强度指标,并对我国地区的28个制造业1994年的860组和2004年800组样本进行了计算和检验。笔者发现地区制造业和FDI集聚强度在提高,2004年制造业集聚度与FDI集聚度的相关性已具有显著性,制造业对FDI需求弹性在增大,制造业对FDI的依赖性在增强。进而,进一步发现,地区制造集聚强度的显著性极不平衡,集聚类型也有较大差异,中西部尤其是西部大部地区,还是原发型低端集聚,而东部则是FDI依赖型高端集聚。两极分化的地区制造业集聚,扩大了地区发展差距,对地区经济增长方式也产生深刻影响。因此,努力调节FDI地区分布,有效促进中西部制造业向高端集聚,才是缩小地区差距的有效途径。By the characteristics of agglomeration distribution itself, this paper puts forward an agglomeration index which are general purpose and which significance can be tested. Then we measure and test the sample of 28 manufactures in Cbina＇s regions ,which have samples of 860--pairs for 1994 and 800 pairs for 2004.We find that agglomeration Intensity is raising. The correlation between the agglomeration of manufacture and that of FDI has showed significance. The demand elasticity of manufacture on FDI increases. The dependence on FDI is quite high and strengthened too. Our further study finds that ,the significance of agglomeration extent is of extreme imbalance and the type of agglomeration differs a lot too. The mid-west area,most western provinces especially ,can be concluded as the original low-end agglomeration ;the coastal, however,is of high-end agglomeration which are FDI-dependent. The polarization＇s manufacture agglomeration enlarges regional gap and does impact the growth pattern in a deep way. Thus,in order to narrow regional gap,we have to adjust the distribution of FDI and manufacture,and further promote the high-end agglomeration of the mid-west manufactures.
